Currently the SchemaElemDecl has a isGlobalDecl() and a content spec. But
the content spec itself does not have the concept
of a GlobalDecl meaning, if
X is a unnamed complexType using local element Y,
for the SchemaElemDecl X it has a content spec of Y. But how can I find out
if Y is in the lo
