It's not polyglossia, it's this command: it is going to use a 7-bit or
8-bit (OT1 or T1) encoded Helvetica font. Such a font cannot contain
any Arabic so nothing gets printed.
Adapt quotchap that it uses fonts
However bidi does not support titlesec and quotechap and the position of the
title of chapter, when used in RTL mode is wrong. I will add support for
titlesec and quotchap packages to bidi in the development version and I will
let you know so that you can try it.

This is polyglossia's issue because the attached gives me identical results
as if bidi was not loaded at all.

The chapter number doesn't appear !
