I have several users out of house, and some of these users use dynamic IP
addresses, so I can't just set IPs in my SMTPRELAY.TAB file.

Likely he's referring to having to enter the user name and password twice in
each client - once for POP3 authentication and once for SMTP authentication.
However, many clients have an option to use the POP3 credentials for SMTP
authentication, which could alleviate this.

Actually while were on it doesn't SMTPAUTH.TAB and (manual Part9: SMTP Client
Authentication) userauth/smtp/foobar.com.tab do basically the same
