I think that 1.25 is included with Debian Testing. Unfortunately I don't
know if it's actively being maintained (1.22 had been in there until
recently!).
Usually it's quite possible to mix packages of stable and testing
distributions, you may, however, have to upgrade more packages (libraries)

I did some testing with strace. Running it on CtrlClnt didn't tell me
much, so I started XMail in debug through strace.
As I understand the result correctly, then XMail forks to handle the
CTRL-request. The first files it opens in that fork seem reasonable:
ctrl.ipmap.tab, ctrlaccounts.tab, the
