It's not true. RRAS can be used for both, even on standalone server (no
routing, only filtering).

Censorship can't eliminate evil;
RRAS has a basic filter implementation that doesn't bring an integral
protection against hackers like firewalls do. That's a M$ Proxy Server duty.
