Why not? 'Option "Panning" "HresXVres"' in 'Section "Monitor"' certainly used to work many moons ago, e.g. in server 1.9.3, the same way as it still does in server 1.19.6, and as --panning works with xrandr - with a single display.
But, is panning not supposed to work if a screen is comprised of more than one display? I've been trying both methods, and can't seem to find a combination that works either with xrandr or with xorg.conf, AND permits assigning any arbitrary DPI, as can be done with any single display.
