@Sergey - that table in that spec you linked, the description is inaccurate.
Having ipv6_address_mode unset means that you have some *external* IPAM system
that OpenStack does not know about, that is assigning addresses to
ports/instances.

The test
tempest.api.compute.servers.test_server_actions.ServerActionsTestJSON.test_resize_server_revert
fails for me on arm64. It turns out that this is because (if you use a
config drive, which is the default with devstack) you need to set
hw_cdrom_bus on the image to
