On horizon dashboard, we have mandatory field Role for creating new
user. However, using CLI to create new user that doesn't have argument
for Role option. I think we should update for this.

2. This is a long-standing issue of project vs tenant. In v3 there is
``project'' everywhere, in v2 there is ``tenant''. ``keystone'' cli uses only
v2 api, thus
``keystone'' cli is deprecated, you should use ``openstack'' cli --
