This isn't a bug. I don't know that devstack is setup to support vmware
+ NSX, but there are some guides here:

This option was removed in the Liberty 12.0.0 release (without a
deprecation period admittedly). The only way to get this back into
nova.conf right now is to register the option but mark it deprecated,
even though it's not even used in the code, which doesn't make sense at
this point for something
