We implement the vlan-transparent for openvswitch Ml2 driver, when we
create network, we can set the 'vlan-transparent' property. But, if we
want to change the 'vlan-transparent' in network, the 'neutron net-
update' didn't work.

Keystone uses translated strings both in logging an exceptions. This is
incorrect.
All strings that are passed to logging should remain un-translated. The
solution is to duplicate the string and pass the untranslated (not
wrapped with `_()`) to the logger while passing the

2. create qos policy with ingress and egress bandwidth limit rule:

aka, a 10mbps rule
3. run iperf3 in vm

When I install openstack(queens) with kolla-ansible ,I open the neutron-dvr.
But, I find some VM with floating ip can not arrived. I tryed to ping the fip
and collect icmp packages with tcpdump. I find in qrouter namespace, the rfp
