It seems my development environment was broken. I created a fresh Ubuntu
16.04 machine and confirmed it works fine. Marking this bug as invalid.

After merging https://review.openstack.org/543231, bug 1786628 happens.
Considering the situation that Rocky release is approaching, we would like to
revert the patch in Rocky release.
The change itself is a nice improvement, so if anyone has time in Stein release
we can revisit the change.

In the network topology view (at least in "flat" view), deleted resources do
not disappear automatically.
Previously (at least in Queens release), deleted resources disappear
automatically.
Steps to reproduce:
- Create some resources (net2, router2, vm1) after running
