As discussed in an openstack-disciss thread [1] we could improve the
extraroute API to better support Neutron API clients, especially Heat.
The problem is that the current extraroute API does not allow atomic
additions/deletions of particular routing table entries. In the cur
Yeah indeed it looks like the raise was used improperly. Probably a
better thing to do here would be to use the
excutils.save_and_reraise_exception() which provides a context manager
that you can control if the exception should be re-raised or not.

In our environments on deployments at reasonable scale (100 networks
with 4 subnets each) with 3 Controllers and abt 50 Computes we notice
high latency on subnet deletion. But even in smaller deployments we are
able to see issues using rally create_and_delete_subnets tests[1].
