I'm also hitting this on Bionic (bionic-proposed) with the final 2.7.15
release. So this is currently seen on bionic and above with 2.7/3.6/3.7.

Hi guys, i ran into a problem in our POC cluster:
At first, our cluster is configured to use ONLY metadata service
to assist cloud init, and all KVM instances are not configureed
with `--config-drive` opt.
