This is not a nova issue. I it is a libvirtd configuration issue. Nova
needs to connect to libvirtd via a socket. I'm marking the nova side of
this bug Invalid.

It seems that on stable/stein job openstacksdk-functional-devstack is
failing due to "inprogress" test:
openstack.tests.functional.cloud.test_qos_policy.TestQosPolicy.test_create_qos_policy_default
or
openstack.tests.functional.cloud.test_qos_policy.TestQosPolicy.test_create_
Reassigned to vmware-nsx as that is probably the place to fix this
binding with Octavia. If you think the issue is more in the Octavia
space, feel free to submit a bug in storyboard here:
