When 'notification_driver = noop' is set in glance even the messaging
transport is configured, I don't see any connection to the messaging
broker.

Hi,
We use virtio-scsi by adding into our glance image properties
hw_scsi_model=virtio-scsi and hw_disk_bus=scsi
It works well most of the times, but when the instance got more than six
disks attached, additional disk doesn't have virtio-scsi enabled.

Since last ocata update (2:15.0.7-0ubuntu1~cloud0) "boot from
volume"+configdrive is broken.
The libvirt xml generated looks wrong, on the first scsi disk the "unit"
is wrong, it's 1 while it must be 0. The VM can't boot, kvm start but
the boot screen show the "No boot d

upgrade_level was badly set, so nova-compute was doing the legacy
LiveMigrateData convertion, while the data was already in the correct
format.
What looks weird is why the live-migration have not been rejected during
precheck.

"openstack server list" returns an empty list while one instance is
present.
