Public bug reported:

Defining host names and IPs in /etc/hosts and using those in nova.conf
stopped working after upgrading from newton in development to the latest
newton packages in Ubuntu 16.04LTS.

urls that I found failing this way where:
[neutron] url
[vnc] novncproxy_base_url

Observed behaviour is that all the nova services are constantly shutting
down and being restarted by systemd.
