Nova compute fails to register a callback for handling lifecycle
events in libvirt driver

Bug description:
When nova compute starts up and tries to register
_event_lifecycle_callback() the logs show:
WARNING nova.virt.libvirt.driver [-] URI qemu:///system does not
support
As a result, any lifecycle events initiated on the guest are not
captured by nova compute. An instance shut off using init 0 does not
show it's state in the database until several minutes after the
instance is actually shut off.
