Bug description:
In the following modules:
./neutron/plugins/ml2/managers.py:70: sys.exit(1)
./neutron/plugins/ml2/drivers/type_vlan.py:93: sys.exit(1)
raise SystemExit should be used instead.
The current code might, if hit by unit tests, will end up killing the tester
thread without producing any output.
