I think keystone gets this for free since we're using oslo.service
(https://github.com/openstack/keystone/blob/master/requirements.txt#L32)
for eventlet.
for the case of running keystone under httpd, i think most support
SIGHUP: https://httpd.apache.org/docs/2.2/en/stopping.html
