Public bug reported: Before Grizzly release, data format of OFC ID mapping tables was changed and there are two types of ID mapping tables for old and new format. The old mapping tables are only used for resources (networks, ports, tenants, filters) in pre-Grizzly system. pre-Grizzly system is no longer supported and we no longer need to consider old data format. Migrating data from the old mapping tables to the new tables reduces the code complexity.
