Public bug reported:

The ability to move networks from the old model to the new one should
only be allowed in 'combined' mode, i.e. where old networks are still
hosted by an active dhcp agent, and new networks are served by NSX. This
way, when the migration takes place proper clean up (like removal of
ports/switches etc in NSX) will occur.
