Reproduce Procedure:
1. Login
2. Do nothing and wait till session timeout
3. Login again. Horizon asks you to login twice. The first time you login with
correct user/password, it shows "session timeout". You login again, it enters
dashboard as expected.
The expected behavior is, user could see dashboard the first time they
login after session timeout, not enter user/password twice.
