We can disable each panel by the pluggable panel framework using 'enabled' 
file, so I believe this bug is no longer valid.
In addition, the reported panels have been split out into separate 
projects/repositories.

Bug description:
  loadbalancers, vpn and firewalls panel are not completely disabled

  Neutron does not enable the vpn, load balance and firewall services.

  The related horizon panels can still be accessed by directly input url,
  http://ip.xxx.xxx.xxx/horizon/project/firewalls/
  http://ip.xxx.xxx.xxx/horizon/project/vpn/
  http://ip.xxx.xxx.xxx/horizon/project/loadbalancers/,

  though the local_settings has settings like
  'enable_lb': False,
  'enable_firewall': False,
  'enable_vpn': False.
