In adding Catalog Index Search to Glance, elasticsearch (the python
bindings) was added to Glance's requirements.txt. This is an optional
service in Glance so this does not belong there, but instead in test-
requirements.txt.
I haven't checked to see where Artifacts' dependencies were added, but
as it's an experimental/optional service, its dependencies belong in
test-requirements.txt as well.
