Public bug reported: If the SNAT portion of a DVR router was scheduled to a node that was running only the L3 agent in dvr_snat mode (And/or was not hosting DHCP networks, LB or VM ports at the time), then removing a router interface would unschedule the SNAT portion of the router, even though the router might have other interfaces in other subnets that still need SNAT.
