This is not a bug. If you need data at boot time, you can use the "config drive" [1] or pass in a "block device mapping" [2].

However, in some cases, an auto-start program in the instance required some data which is stored in an persistent volume. Then, there must be some way to attach that volume before the instance is powered on, or, an option in the instance creation command which stop the instance from automatically power on.
