Add handle get_file when launch stack from horizon
when get_file is contained in template, the stack create/update/preview
will fail due to No content found in the "files" section.
So added handle get_file code.

When create stack from Horizon UI, it will failed due to Error:
Error: ERROR: HT-5DEAEB8 Property error: :
resources.server1.properties.user_data: : HT-EEF1009 No content found
in the "files" section for get_file path:
https://9.5.125.106:8080/my_test.sh
The horizon did not handle the get_file work .So it should be added.
