VMware: Make http connection pool configurable

Bug description:
When nova-compute restarting, it will trigger soap requests to vCenter
Server.
oslo.vmware set default http pool size to 10. [1]
This is not satisfy in large scale environment, in nova-compute log, there
are lots of warning like:
WARNING urllib3.connectionpool [-] Connection pool is full, discarding
connection
In this situation, users can not set the http pool size, the way we tune
connection_pool is modify oslo.vmware code.
We can make it configurable in Nova vCenter driver side.
