Style: Material: Fixes colors for navbar and menu

Elements on the navbar (Hamburger menu, Brand, and Responsive
Overflow Menu) need to correctly inherit colors from the theme.

Also, Bootswatch's 'paper' sets the color of the
.dropdown-header to be a light gray regardless of whether its an
inverse navbar. This is not ideal. It should inherit the same color.

Title:
Style: Material Design: Brand SVG Should Inherit color from theme

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
The Brand SVG in the material theme should inherit its color from the
theme itself (navbar-link-color or something similar), so that we can
easily update it in the future.
