Related to bug 1257775 and bug 1257524
The l3-agent is able to periodically check that child process neutron-
ns-metadata-proxy is still running and respawn it if not.
It seems we should periodically check child processes (in addition to
dnsmasq) of the dhcp agent as well since the dhcp agent is responsible
for spawning the neutron-ns-metadata-proxy process for networks not
attached to a router.
