have you enabled gevent debugging in pycharm? Also, I assume you are running pycharm in windows but neutron-server or the agents you want to debug are running on CentOS7. In which case you are probably adding a remote interpreter in pycharm. So gevent debugging will probably solve this for you. Pycharm did have an issue with gevent debugging in previous versions. However, the latest version has these fixed. I'm marking this invalid as I believe this to be a pycharm issue and not a neutron issue.
