From what I've seen in centos7, user with uid 65534 exists when deploying devstack because libvirt package is installed and nfs-utils is a dependency. nfs-utils will create nfsnobody user under this uid [2] and the functional tests pass. We shouldn't rely on this uid to be present on the system.
