The l3agentscheduler extension is not documented in our api-ref:
- The agents api-ref needs a subsection atop it describing the extension. Any
params added by the extension also need to be doc'd therein.
- The routers api-ref needs a subsection atop it describing the extension. Any
params added by the extension also need to be doc'd therein.
