Just because you configure the API to allow resizing to the same host doesn't mean the scheduler is going to pick the same host, e.g. if the host the instance is on is already full, or does not have spare capacity for the new flavor you're resizing *to* then the scheduler will pick another host. Or if the scheduler weights are configured such that the scheduler picks another host, etc.
