    Use ebtables-legacy also in ovn multinode jobs
    
    For other jobs which inherits from neutron-tempest-base it
    was changed some time ago.
    But ovn multinode jobs don't inherits from that base job
    so this patch fixes it for those jobs as well by adding same
    configure_ebtables.yaml playbook to pre-run in the
    neutron-ovn-multinode-base job.

Title:
  OVN scenario jobs are failing on Ubuntu Focal due to ebtables-nft used
  by default

Status in neutron:
  Fix Released

Bug description:
  There is error like "ebtables v1.8.4 (nf_tables): table `broute' is 
incompatible, use 'nft' tool." in those jobs. See e.g.

  I think we need to switch to ebtables-legacy for now.
