Facing podman error when custom building horizon container

I am following the https://access.redhat.com/documentation/zh-
cn/red_hat_openstack_platform/16.0/html/introduction_to_the_openstack_dashboard/dashboard-
customization link to custom build the container image. but when
trying to push i am getting the following error:
