Public bug reported: When a port is down, the FIP associated to it get centralized (external_mac removed on NAT table entry) despite DVR being enabled. This also happen when deleting a VM with a FIP associated, where during some period of time, the FIP gets centralized -- time between removing the external_mac from NAT table entry, and the deletion of the NAT table entry.
