The reported issue cannot be reproduced in the master branch (queens).
The volume table filter now uses the server-side filtering which means
the cinder API does filtering, so I guess it works. This is one of the

The demand is still not clear. Security Group behavior is stateful, so the

This can be done by using your own (local_)settings file.
Other OpenStack projects do not support configuration via environment variables.
In addition, we are exploring to support configuration through oslo-config
style.
I believe the motivation of this bug report can be addressed by this effort.
