From: Imre Deak commit b671d6ef8b20ffc2161e1e803f8c7b143e1b1615 upstream. Move the checks to decide whether a fastset is possible during the initial commit to an encoder hook. This check is really encoder specific and the next patch will also require this adding a DP encoder specific check.

[yocto] Debating best tool to use

Hi, I plan to have a minimal embedded system with BT, wifi, no gui, to host my application with my own webserver. My webserver+app are responsible to manage the OS (so I don't want anything else to do it). They receive new programs and load them according to my rules (that is our manager at work).
