With yocto kernel 4.8 and glibc 2.23 from poky 2.1.2, I get this:

That is an excellent question. The main issue is that the room usually
contains 20-25 people who are spread too far apart for many solutions to
hear effectively. This is compounded by normally not having any access to
the room until the morning of the event, so it is always a mad scramble.

My issue was that the config fragment I used (overlayfs.cfg) was:
CONFIG_OVERLAY_FS = yes
Note the spaces around the = sign. With spaces, the setting is ignored. When
I changed the config fragment to:
CONFIG_OVERLAY_FS=yes
(without spaces), the setting took.
