Request, ...), maybe close duplicates or issues that have already been resol
The best way would IMO be to simple allow both issue trackers, for a
while, and then close off the Jira after a while. We won't have unique
issue numbers but the release notes have always said "LIBZMQ-123" so
it'll be clear enough.

I think this should be done ASAP. The way it is now is a huge barrier.
People expect to be able to create issues within GitHub. When they see
they can't many will just give up. Even those that find it will be
reluctant to create yet another set of credentials (like myself).

Actually I'd really like to move the issues back to GitHub at some
point. It would make life a lot easier. The one benefit of Jira is
management of releases (i.e. knowing what issue is fixed in what
release) which we could do with labels.
