Zope/doc/LICENSE.txt still is ZPL 2.0 and so are most of the file
headers in the Zope 2 source code. Newer files, especially those from
Five, are ZPL 2.1, though. I think it's a good time to switch the rest
of Zope 2 to ZPL 2.1. That way we only have to supply one license text.
