OK. I figured this out. I find the semantics of this permission
system a little odd. As a 'Manager' I had to change the password of
the 'Owner', login as such and fix the permissions. It's like 'root'
on Unix having to 'su' as a user to be able to remove a file...

I have a folder in a plone site that when looked at in zmi doesn't
have 'Security' tab. I don't see any way to change this by using
parent's Security tab. In what circumstance can this happen? A
programmatic hack? More important, how can I fix it, programmatically
