information as an economic matter using cost-effectiveness as a decision support
tool. He will distinguish between those information security costs that are made
in anticipation of preventing problems and those that are made in response to
information security failures that have already occurred. Dan will argue that
the trends are discouraging and the money being spent needs to be strategically
redirected. He will suggest where that redirection should be.
