telnet is off by default and it's more secure to use SSH instead which you
should have installed.
But if you want telnet, try chkconfig telnet on then service xinetd restart.
You may need to add telnet: host-here to /etc/hosts.allow IF you have
entries set in /etc/hosts.deny otherwise you can leave that one alone.
