The sendmail.mc builds the sendmail.cf which controls sendmail

The Makefile in /etc/mail does not build the sendmail.cf. It
deletes/rebuilds all the db files. You have to run m4 to
build the sendmail.cf.

The real issue here is how the sendmail rpm treats the previous
sendmail.cf. RedHat's position is that you have to manually
enable any other interface other than 127.0.0.1. and that the
mail server wont run in daemon mode as a default. 
Occasional upgrades have completely overwritten the old sendmail.cf
(dont remember the 'zilla number on that one).

It is a minority position, but I agree with Doc. The startup status of
sendmail on a workstation is minor, but not on a production mail server. 
If you dont catch it quick or learn about this "feature" on a test machine, 
a lot of users/customers will complain that their friends cant send them 
mail anymore.
