It must have been more than five years ago that I reverse engineered the
boot sector of DOS floppy, but if I remember correctly, it references
the first of the two system files you mention, only by name, not by
sector. The second file is loaded by the first.

So copying those two files on a floppy with a standard boot sector
should work.
