Thanks Chirs, I downloaded Xconfigurator-4.9.29-1.i386.rpm using command
line FTP rather than a browser, and now it installs OK. Netscape must have
mangled it, although the new mouseconfig downloaded OK :-)

I ran the updated mouseconfig and Xconfigurator, still no luck,
re-installed from scratch and still the same problem.

I found some bugs in Bugzilla that were similar to my problem, and ended
up removing the ISA sound card, and now the mouse works. According to bug
43504 the same IRQ is sometimes given to the sound card as the mouse.

Do I need to play with isapnp now to try to get the sound card working
again? (ESS ES1868 Plug and Play AudioDrive)
