here is how I set it up a while ago.  
Note: I did use a mandrake rpm for squidguard.  It worked.

# get mandrake package
wget
ftp://fr.rpmfind.net/linux/Mandrake-devel/cookfire/i586/Mandrake/RPMS/squidGuard-1.1.4-10mdk.i586.rpm

rpm -U squidGuard-1.1.4-10mdk.i586.rpm

vi /etc/squid/squidGuard.conf

# install blacklists
http://www.squidguard.org/blacklist/

cd /tmp
wget
ftp://ftp.ost.eltele.no/pub/www/proxy/squidGuard/contrib/blacklists.tar.gz

cd /opt
tar -zxvf /tmp/blacklists.tar.gz

# kludge for hard coded logging
mkdir /usr/squidGuard
ln -s /var/log/squidGuard /usr/squidGuard/log

# perms
find /opt/blacklists -type f -exec chmod 644 {}\;
chown squid:squid /var/log/squidGuard

#checklog
tail -f /var/log/squid/cache.log
