Are you running portsentry? If I remember right, it will grab port 80.
netstat -anp | grep 80 will show what program has the port open.
I have had no problem with stopping and starting Apachee using httpd
stop, and httpd start. 10 minutes is normaly more then long enough
unless a slave process has a connection open and doesn't get killed.
